Outline Stuck on 1 for Mouse Scroll Elements

Regardless of what the outline width is, even if I override style for the specific key, Scroll elements always default to single width. After looking at some other people's layouts, it seems I'm not alone in this, however I haven't been able to see any mention of this online.
