Revamp Power

Currently, all systems are using the default power settings - 5 minimum, 10 default, 20 max. As more systems are created, it will become more important to make sure we're setting the defaults correctly.

Power settings should be tuned in system plugin classes and in the Thorium Default plugin:

• Impulse Engines
• Warp Engines (fudge it for now, warp engines are weird)
• Thrusters
• Torpedos
• Shields
