/t list isnt working after restoring old folders of the town #4284

What steps will reproduce the problem?

  1. Changing the server files from 1.12.2 to 1.16.1
  2. Replacing the Towny folder 1.16.1 with 1.12.2 (to restore the the towns)
  3. no console error , /t list in MC

What is the expected output?

  1. no errors in the console
  2. /t list must appear list of towns

What is your Towny version?

Towny 0.96.2.13

What is your spigot/craftbukkit version?

Paper 1.16.1

You have no economy plugin. Having vault alone is not enough.
