Nation deletion using /n delete doesn't work #4320

When deleting a nation from the nation /n delete command, the message "The nation TEST was disbanded!" shows up but the nation is not removed, and the town still belongs to it. The only way to delete the nation was to use /n leave to remove my town from the nation, after which the nation didn't have any towns, and was disbanded.

What steps will reproduce the problem?

1.create a new town (/t new test)
2. create a new nation (/n new nation)
3. delete the nation (/n delete)
4. confirm.
5. do /t to see you are still part of the town

What is the expected output?

A: there should be a message saying that there is still a town in your nation and you can't delete it
OR
B: the nation is deleted

What is your Towny version?

96.2.17

What is your spigot/craftbukkit version?

1.16.3
