Lack of Message about the Towny Bank in the plugin

What steps will reproduce the problem?

1. for example when a player type /t buy bonus 1
2. the command will not be executed or even no any message will be sent
3. just nothing when you use the command since there is no money in the bank

What is the expected output?

1. when a person types /t buy bonus 1
2. it should say ( not efficient money in the town bank and to deposit money type /t deposit money ) if there is no money
3. Please recheck all the commands that interact with the bank (like /t claim) and see if a message will be sent saying not efficient money of course if there is no money in the town bank
