What steps will reproduce the problem?

Have the max amount of bonus townblocks
Attempt to buy more

What is the expected output?

Feedback stating you already have the max amount of bonus townblocks

What is your Towny version?

0.97.2.0

What is your spigot/craftbukkit version?

Purpur 1.17.1 build 1345

Quick look at the source, it seems if the max blocks - current blocks is zero, it simply returns without sending any message.
