Suggestion: Seperate Balance, Residents & Land into permissions on /towny top

Please explain your feature request to the best of your abilities:

This feature request is to modify the permissions for towny.command.towny.top at https://github.com/TownyAdvanced/Towny/blob/master/resources/plugin.yml#L703 to be something of the sort to allow permission to only specific top information.

The reason is the immense lag created by /towny top balance which requires me to remove towny.command.towny.* and add each one individually without towny.command.towny.top in the mix.

A new permission list could look like:

• towny.command.towny.top.*
  • towny.command.towny.top.balance
  • towny.command.towny.top.land
  • towny.command.towny.top.residents
