Any player with access to /res toggle can enter spy mode

What steps will reproduce the problem?

1. Join a server with a fresh installation of Towny, with the default configuration files.
2. Create a town.
3. Type /res toggle followed by any comma-separated list of arguments that includes "spy", e.g. /res toggle test,spy.
4. You will now enter spy mode, even if the permission towny.command.resident.toggle.spy is explicitly negated for you.

What is the expected output?

The player will be prevented from toggling spy mode.
