Website: Event Summary Litter Report Integration

When completing an event, any associated litter reports should default to being closed automatically. The user can deselect the report if they were not able to finish cleaning it up. The report goes back to open status.

The user should be able to add more existing litter reports to an event summary that were cleaned during the event, and these will be marked closed as well.
