Update notebook with full analysis for post

If you can add the full notebook here, including text and plotly graphs for graphs shown in the NABIG presentation, you can use tools newly added to the analysis-template repo to bring it into ubicenter.org. cc @nikhilwoodruff re the new tools

I just tried pulling changes from the analysis-template, but git refuses, so you might have to copy in the new files (website folder and github actions)

@ngpsu22 next steps to get this done (I can do the testing if you're having Ruby issues):

1. Copy website/* and .github/* from https://github.com/UBICenter/analysis-template into this repo (I'd suggest forking/cloning analysis-template and copying files locally)
2. Overwrite website/post.ipynb with your notebook (seems to be Vote.ipynb, rename this to post.ipynb)
3. Complete the notebook and run it successfully (it currently has errors)
4. This will create a PR in the ubicenter.org repo
5. (Also please remove extraneous files from this repo)
