Firefox can’t find the file at /usgs/cpkgs/anaconda3_linux/envs/isis4.0.0/doc/Application/presentation/PrinterFriendly/qview/qview.html.
This was in my shell:

Running without a11y support!
Some other folks tested on their end and they didn't even get a pop up with any sort of message, so it's not just an internal thing as I was initially thinking.

This file has information about shortcuts and other useful things a user might be interested in. I was about to point a new user to this info when I discovered it wasn't available. Not sure when it broke.

This is likely caused by the documentation not being bundled in with the release anymore. I'm not very familiar with the Qapp about code but it probably needs to be updated to point to our website instead of a local file.
