I don't know how common such problem is (it certainly is for me),
but it happens quite often that I add a new package to a repository, but I forget to add it to the ConfigurationOf/BaselineOf.

Can a QA Rule be created for something like this? I don't know how would this play with really complex configs, but I imagine at least for Baselines (which are much simpler) this might be doable.
