Nosecone Parachutes Display incorrect size in editor

It seems the editor is counting the fully deployed size of the chutes, so adding one adds 10 meters to a craft's height instead of 1 meter or so, as a result only fairly short craft can be launched from an unupgraded VAB. Screenshots as evidence:
