Standardize on "NetCDF User's Guide" rather than "NetCDF Users Guide" #43

The current NUG is not consistent in the use of "User's" or "Users" in the title.

@ddirks recommends standardizing on "User's Guide" since "reading is (usually) an activity undertaken by a single person".

I lean toward "User's Guide," as "User Guide" sounds to me like a guide to a user rather than a guide for a user.

I can't say I would argue this strenuously, since I think the chances of anyone being misled by any of these usages is minimal.

Thanks @ddirks. I agree, not much fight in me one way or the other. I'd just like to be consistent throughout the document and over the years. So, here's to hoping a decision/agreement here will help with consistency.

Is there any objection to unanimous consent on going with "User's Guide"? @WardF, @lesserwhirls, @DennisHeimbigner, @haileyajohnson, @dopplershift, @ddirks?
