Time Range Warning

When getting data with a time range, we should warn if start is after end. Users can be confused by the empty list return if they don't realize they have done this.

I see this is tagged with NCSS and Catalog, but I only see this as applicable in Catalog right now (and DataQuery in http_util?) Warning makes sense to add. Just want to make sure I catch all places where appropriate.
