Tooltips are not available on keyboard

In some cases where tooltips elements are used the tooltip will not trigger and become visible for keyboard users.

The Web Content Accessibility Guidelines (WCAG) 2.1 provides specific guidelines that govern the creation and management of accessible tooltips. These include the following:

1.4.13 (AA) Content on Hover or Focus: Tooltips must be dismissible, hoverable, and persistent.
2.1.1 (A) Keyboard: All content must be accessible via a keyboard, including tooltips.
2.4.7 (AA) Focus Visible: Any element that receives focus, including tooltips, should be clearly highlighted.
