Requests to asb timeout often

There is an issue where requests to our testnet asb timeout for an unknown reason. Mostly I have seen this happen with the quote_requests and swap_setup_requests protocol.
I have also been able to reproduce this issue with a locally running asb. I have yet to find the cause.

This is a big issue. I haven't been able to find a way to reliably fix this and it's making development painful because I cannot test swaps locally.
