Ensure that we are not leaking any packets if the verack/version have not already been received.

Bitcoin core has the following test: https://github.com/bitcoin/bitcoin/blob/c70f9c0cfc9c4a5559d3f91f29b9541f7f737753/test/functional/p2p_leak_tx.py, would be smart to follow a similar example.
