VOLTTRON release 7.x does not pin version number of packages in requirements.py. Doing a clean bootstrap on volttron 7.x will not complete successfully as the latest pyzmq (release 09/16) does not build successfully.
Also package tzlocal needs to be pinned to a older version because the newer version does not work with historians
