Description

Updated web api: Fixed behavior of platforms agents vip_identity endpoint to distinguish between running, stopped, and non-existent agents. Updated "route_options" to links".

@craig8 That shouldn't have been there. Not sure how I managed to add that to the commit. Should be fixed now.
