我下载了frp-panel-linux-amd64版本，但由于我完全没有接触过go，我不知道如何启动项目

下载到的文件就是程序文件
linux系统中在终端直接./frp-panel-linux-amd64即可
我看你的截图是windows的路径，应该下载包含windows字样的exe程序，在cmd对应路径中./frp-panel-windows.exe运行
