In #9, we generated static tiles for zoom levels 0-8 for the Impact Observatory Global LULC 2023 dataset. Now that we've figured out the way to do it, we should do it for the other remaining datasets: 2017, 2018, 2019, 2020, 2021, and 2022.

Once ready, they should be added to the staging tile cache bucket on S3.

Static tiles from zoom levels 2 onwards have now been generated for all relevant datasets.
