• photo frame description (submission page copy internationalization #738 )
• file upload component (image upload component #750)
• anchor and scroll still functional (submission page foundational structure #749 )
• shows the appropriate requirement state depending on if signed in or not
  • if user is signed in, does not show as required
  • if user is anonymous, shows as a required field
  • if anonymous user attempts to submit with no photos, displays error message (Key IMAGES_REQUIRED_ANON_WARNING)
  • error message provides link to sign in
