Term: New theme

Mel Choyce-Dwan designed this theme. I think it has a very interesting design, I'm not sure how much of it will be doable without CSS, but it will be interesting to see how far we can get. As always, let's open issues in the Gutenberg repo for the things we can't yet achieve in the editor and discuss the ideas to make them work.

I think the original name Console is more as in

a panel or unit accommodating a set of controls for electronic or mechanical equipment.
"a yellow light flashes on the console"

I renamed the Theme to "Term" provisionally, we can revisit that before submitting to the directory. I also pushed the initial files so contributors can start working on the theme
