One the assumption that we are planning for people to be able to migrate to a brand new site (rather than one already set up with plugins and a theme) we'll likely need some kind of versatile, basic theme to use.
Twenty Twenty-Four and the other default/bundled themes are good - but may not be the best fit for this purpose. They are opinionated about the content of their home pages, and some styling elements.
Ideally a basic theme for migrations would:
Probably favour a static front-page setup (to match content of existing home page).
Have simple Header & Footer Template parts in a couple of basic/common layouts.
Be set up for simple/elegant switching of color schemes by swapping out primary and secondary color
Be simple, minimal and modern - able to be built on easily
