Let's create a new category "Theme" to group template-part blocks and its variations (header, sidebar, footer). I'd possibly include the Navigation block here. I would leave all the other widget-like blocks (logo, title, content, etc) in widgets for now.

I think it's important to separate template-parts. It also gives an easy way to enable or disable these blocks for the regular editor as we only need to focus on the category.
