Navigation Component: Include ability to add template parts

What problem does this address?

Similar to this issue around being able to add posts/pages from the navigation component #29648, one should be able to add a template part from the navigation component. This came up as part of the third round of testing from the FSE Outreach Program:

Since I had the Navigation Toggle open from step 7, and also I think because of my lack of Template Part block, I thought that “I saw Template Parts menu in the Navigation. Probably I can add it from there”. So I went up one level within it, selected Template Part, onnly to find that there was nothing there — no option or button to allow me to create/insert “New Template. I then read the instructions again, to understand that I had to “insert a block” called Template Part”. Later, I checked back to find that there is a “+” button alongside search button under the Templates, but only search button under Template Parts.

What is your proposed solution?
