Separator block is difficult to select due to small size

What problem does this address?

This feedback came in as part of the sixth call for testing for the FSE Outreach Program:

I couldn’t select the Separator block, however hard I tried. I had to resort to using the List View.

Here's a quick video showing a bit how precise one needs to be in order to select it:

What is your proposed solution?

It's unclear to me how this has been handled previously but the only option that comes to mind is expanding the "surface area" for selecting this block.

I mentioned this in #28682 and maybe should have lead the issue with it. That issue indicates the commits that brought the selection changes causing this. It should also any affect spacer blocks that very short. I think there is some oddness around left/right-aligned inner blocks as well but I'll need to see if I can still reproduce.

I just noticed that issue #28682 has been recently self-assigned by @ellatrix 🎉 so it could lead to the resolution of this one.
