What problem does this address?

The Widgets editor has a welcome modal, both in the stand alone version and in the Customizer version. Also the post editor has a welcome modal. The modals are generic in their intention and they're meant to serve default core installations of WordPress that introduce new features to users. However in certain implementations this welcome modal could be replaced by somehting that matches the custom nature of the custom WordPress implementation.

What is your proposed solution?

Could these modals be filtered in a way, so that extenders can disable or replace them?


Note: I have noted this request in past conversations but I don't have the full spectrum of "what and why" around this enhancement. If you are finding this useful please support with further details in comments below.

As discussed in #38623, I am unsure now that opening this up for extension is a good idea as plugins will have a great spot for marketing messaging blocking the editor experience.
