Via the Appearance > Templates view, it is possible to add a new template:
Clicking this takes you to an empty editor with no guidance on how to proceed. The simplest way to help users intuitively create templates is to offer them a choice of different template types, like we do in the Site Editor:
In the future this can be expanded to support other / custom templates. Unfortunately there isn't a pattern (that I'm aware of) in wp-admin to display a popover like this, so we might have to create something new, for example:
