Add more context to template and template part changes when viewing all #39233

What problem does this address?

This feedback came in as part of the twelfth call for testing for the FSE Outreach Program:

From the Template Parts menu, the ability to “Clear customizations/Revert to default state” was really handy. There was a small dot in an accent color under the “Added by” column on the Template Parts screen that (I think) indicated the original template part had been edited. Something a little more obvious there would be nice (for instance, under “Added by” maybe it says [Theme Name], edited by [user]).

It's referring to the dot in both the template and template part view where it indicates changes are made:

What is your proposed solution?

In line with what's shared in this issue #36951, it would be excellent to have clear information about the recent change and who changed it, perhaps with a link to revisions.
