Navigation Menu Sidebar: improve block toolbar button naming

The "Open list view" label on the block toolbar might be confusing because we already have a list view;

See #39290.

As suggested there let's improve the name to make it less confusing with the primary List View.

Annoying the primary W menu is also called "Navigation". I added the Menu to try and distinguish between them. So maybe Navigation Menu List View?

What are the main goals for the Navigation Menu Sidebar?
I ask because from there one can begin to explore different names.

Such as....
I believe the main purpose is to edit an existing menu.
So one name could be "Edit Navigation (List)".
