What problem does this address?

Building off of this prior issue #29049, this is a request to add the block manager to preferences in the site editor. This is the view in 13.1:

What is your proposed solution?

Add the block manager to preferences in the site editor. This partially depends on this work #39672 which will make it easier to implement in the site editor.
