What problem does this address?

Currently, there is no way to add dimensions (margin & padding), and wrapping it in a group does not solve the problems because these blocks are conditional.

Cross connecting to this work to address current gaps: #43243 Looks like this functionality is currently TBD and will be evaluated for inclusion in the future.
