Overflow options for container blocks (Row in particular)

Once it becomes possible for child blocks to specify a fixed width (#45364) a situation can arise where the combined width of the child blocks is greater than the width of the container.

Overflow options would make it possible to clip containers, or allow them to scroll where necessary. There may even be opportunity to enable different scroll types, for example a 'drag and snap' scroll type that would facilitate carousel-style behaviour such as:
