Using GB 15.4, when you add a link to the navigation block, the controls now feel cluttered and unpolished (for lack of a better term):

Specifically, the floating cancel and apply section that's been added. @WordPress/gutenberg-design for more thoughts and iteration.

Definitely good to track this here, and just want to connect with #49091 (comment) which at least on a meta level need to solve this.
