What problem does this address?

With "distraction free" mode enabled, the settings or style pane on the right are closed by default. It's still possible to open those from the kebab/options menu, but the top controls in either pane are blocked by the editing header popping down when you hover over the top of the screen.

This makes it challenging to access Style features like the style book or additional CSS, or to switch between the page/post/template and block tabs in the Settings sidebar, without first disabling distraction free mode (which closes the style/settings pane again).

What is your proposed solution?

I think, ideally, these top settings/tabs should be accessible in some way without needing to disable distraction free mode – possibly by positioning the sidebars lower so the editing header pop-down isn't triggered, or by temporarily and automatically disabling distraction-free mode if a sidebar is opened.
