There's an opportunity when a user lands on an empty Patterns category page to have a nicely designed fallback that would explain how to use patterns.

See #51949 (comment) for the original suggestion.

PR hasn't been merged and a lot has changed with data views. Going to punt this out of 6.5 and would encourage folks to think about this experience with data views in mind!

Hi folks,
We are only one week away from the Beta 1 cut-off date for WordPress 6.6. This issue hasn’t seen any movement in a while, so we (the editor triage leads of the 6.6 release) have decided to remove it from the WordPress 6.6 Editor Tasks project board.
