double-click to open/close block in List View

What problem does this address?

While navigating the List View while editing a page takes time. opening and closing blocks to look what blocks are inside them requires targeting the small arrow in front of the row.

What is your proposed solution?

Make the blocks open/close there sub items on double-click

You can use Alt+L to collapse blocks in the list view (#59978).
