Hover label/breadcrumb is confusingly positioned for floating blocks #7491

The issue

When a block is using float alignment (the Image block, for example), the block label/breadcrumb shown on hover is not displayed in the right spot. It is always shown on the far right, regardless of the width of the floated block.
