The issue

The block toolbar shown when multiple blocks are selected does not remain on-screen when you scroll down past the first block in the selection.

Closing because I tested and found that a block toolbar does not appear above multiple selected blocks.

Seen at http://alittletestblog.com/wp-admin/post.php?post=13999&action=edit running WordPress 4.9.7 and Gutenberg 3.2.0 using Firefox 61.0.1 on macOS 10.13.6.

@designsimply Please re-open. The toolbar has been moved in master.
