I think the issue was a failure to preserve the original condition here.
Previously:
! isMobile( state ) && isFeatureActive( state, 'fixedToolbar' )
This should have translated to:
! isLargeViewport || ! hasFixedToolbar

I tried this condition and it's showing two toolbars on small viewports at the same time.
