The home.html template ignores the main query and by that makes it impossible to browse the posts in the blog.

The original bug report with details is available in https://core.trac.wordpress.org/ticket/59759.

Let's use this GitHub issue only for tracking in the repository. Discussion can happen on Trac as this is related to the upcoming 6.4 release.
