[2024-03-27] Major changes on dev (PR-928)

We just did a major merge into the dev branch: PR-928. This PR contains the refactoring work of a few months and many other features. Please have a look at the comments in the PR to get an overview, there will be more information coming up soon but please note that your FINN flows will need to be adjusted to work with the current dev branch because new builder steps were introduced and the custom operator infrastructure was overhauled.
