noproxies.txt and python script

If proxy don't have a site (to be counted the peers), then save this site into noproxies.txt
Then do a python script that will read these sites and then access they in the proxies (then will add)
It will require manual work, but you can do it once a week or day.
Proxies will get spammed? Not.
System can only save a site in the noproxies.txt if the user that submited has enough reputation.
Here again will be needed the users system.
