Windows 7 64-bit, running Sky FC from GOG version 2019.12.05 (latest).
Any executable in the FC directory immediately results in " has stopped working", with event APPCRASH and exception code c000041d.
I used GOG Galaxy to repair the installation, but it would still crash on launch. Deleting dinput8.dll allows it to launch and function properly.
Here's my last attempt, done incrementally, from a working FC install:
After removing dinput8.dll, SoraVoice works fine, So I don't know what's going on.

I had this problem as well and using the dsound.dll file instead of dinput8.dll (here I got the link off the latest post in release) fixed it for me.
Edit: Forgot to mention I had this issue with SC not FC but hopefully it works for FC as well.
