Error While Running the Project with command "scrapy crawl SCRAPER"

Bug Description
After setting up the Program as described in the documentation, While finally running it using command scrapy crawl SCRAPER.
Receiving below given error

To Reproduce
Steps to reproduce the behavior:

1. Setup in the Pycharm
2. create virtual environment
3. install requirements
4. run command scrapy crawl SCRAPER

Expected behavior
Error Should not be thrown
