Support config file in custom location

Is there support for config file (.versionrc, .versionrc.json, .versionrc.js, etc.) to be in a location different than project root folder (e.g. .config/.versionrc)?

I couldn't find anything with the CLI --help command. Ideally, I'd expect something similar to the following:

commit-and-tag-version --config .config/.versionrc

This proposal could also solve the issue where not all options from config file are exposed as CLI options (#31)
