Feature request: prevent volumes from mounting at startup

I was expecting Disk Arbitrator preventing to mount the drives I've had connected to the computer at startup, but it doesn't! (not sure whether this is intentional... at least it does not in my macbook mid 2015 with OS 10.14.6). To have this feature it would be so cool due my main intention when installing was avoid mounting at startup some/all drives of a daisy chain.
