I'm just wondering how this works at all and if I can make similar code-free actions.

I guess this line in the action.yml explains things:

checkout/action.yml

Lines 21 to 23 in 94d077c

runs:
# Plugins live on the runner and are only available to a certain set of first party actions.
plugin: 'checkout'
